REJECTED: Alice Kaboyo’s Ministerial Appointment Hangs In Balance Due To Corruption Background

By ROBERT KAMUKAMA

KAMPALA-SHIFTMEDIA- “What Goes around, Turns Around”  This is the song that is playing in the ears of Alice Kaboyo.

Kaboyo who was nominated by President Museveni for the post of State Minister for Luwero Triangle is regretting why her heart made her forge documents and abuse her office.

The Parliament’s appointments committee declined to approve her appointment over corruption-related issues.

Kaboyo served as a State House aide was rejected on moral and criminal grounds by the appointments committee of parliament.

Though a fellow lady, Hon Anita Among, the Deputy Speaker and Bukedea Women MP chaired the meeting, she was shown the exit for being immoral and criminal.

Kaboyo was in 2012 arraigned before the Anti Corruption Court on nine charges including swindling the funds for immunization provided under the Global Alliance for Vaccines and Immunisations (GAVI).

It is rather surprising that even though she pleaded guilty, President Museveni again went ahead and appointed her as minister.

Kaboyo and her other ministers Mike Mukula, and Jim Muhwezi, then ministers for State in charge of Primary Health Care and Minister for Health respectively were all implicated in the GAVI Case.

Kaboyo opted to pay the fine of shs20m rather than serve 8 years in jail.

Unlike Kaboyo, Jim Muhwezi was approved as the new Minister for Presidency in charge of Security replacing Gen Elly Tumwine.

Kaboyo will only be legible to serve in civil service after 10 years (2022) as per the Anti Corruption Act that prohibits a convict from serving in any public office.
