KOBOKO WOES: Allegations of Bias in State House Anti-Corruption Investigations

KOBOKO, Uganda Feb 14 [SHIFTMEDIA] A fresh wave of allegations has emerged regarding the ongoing State House Anti Corruption Unit investigation into the purported fraudulent recruitment of Alur professionals in Koboko District. Highly placed sources claim that the investigating team is biased in favor of the accuser, Hajjat Naham Medina, a prominent figure from Lobule Sub-county and the Director of Finance at the National Resistance Movement (NRM) Secretariat.

Multiple individuals who spoke on condition of anonymity alleged that members of the State House Anti-Corruption team have been frequently seen meeting Medina in the evenings, raising concerns about the integrity of the investigation. The Principal Legal Officer , Samuel Arinaitwe, has been singled out for his alleged partiality and heavy-handed tactics in dealing with those under investigation. Others we revealed currently in Koboko include Dongo Daniel, and Oromcan Patrick.

“We are being intimidated and harassed to say what we don’t know. What sort of investigations are these, where Arinaitwe already seems to be the prosecutor, judge, and everything?” questioned one source familiar with the proceedings.

Another source added, “The outcome of these investigations cannot be impartial. The team seems far too close to the accuser, Medina. We demand that President Museveni intervenes, and through Brigadier General Henry Isoke, the Head of the State House Anti-Corruption Unit, disbands this team and sends a new one.”

These allegations further deepen the controversy surrounding the recruitment probe, which initially stemmed from claims that former Chief Administrative Officer (CAO) John Bosco Akera had favored Alur candidates in government positions within Koboko. Medina’s complaint led to the intervention of the State House Anti Corruption Unit, but what was meant to be a fact-finding mission has now become a contentious issue of fairness and transparency.

It is also strange that a case earlier reported by the former CAO, John Bosco Akera, to the same State House Anti-Corruption Unit regarding gross interference in his efforts to recover funds erroneously paid out as salary to a one Norman Galla, a close relative to Medina, has never been tackled.

Now, Alur elders who spoke to this publication are wondering whether Akera’s complaint was ignored to silence him, and why Medina is celebrating that soon Akera will be arrested.

The Alur are demanding that President Yoweri KagutaMuseveni and Chief of Defence Forces Gen. Muhoozi Kainerugaba to intervene.

Efforts to get a comment from Brigadier General Isoke on the matter were futile. Likewise, attempts to seek clarification from Samuel Arinaitwe did not yield a response.

As tensions continue to rise, questions linger over the impartiality of the investigation and whether external intervention will be necessary to ensure justice for all parties involved.

 

The call for a new probe team underscores the growing mistrust in the current process and the broader challenges of addressing tribal tensions in public service recruitment within Uganda.
