Uganda’s Cancer Crisis: Activists Call for Prevention Over Costly Treatment

KOBOKO, Uganda Jan 8 [SHIFTMEDIA] Police in Koboko district are intensifying efforts to recover a government motorcycle allegedly retained by Mabe Ismail, the interdicted Senior Human Resources Officer. Mabe’s failure to surrender the motorcycle, following his suspension over financial misconduct allegations, has drawn sharp attention from district leadership and the police.
Mabe, alongside Dr. Onzima Stephen, the Head of Production Department, was interdicted for allegedly causing financial loss amounting to UGX 92, 106, 000 million. They duo were accused of paying out salaries to Galla Norman, the then District Agricultural Officer who absconded from duty for over 24 months. Galla has also since been interdicted, as the recovery of the salaries paid to him while AWOL is underway.
This particular case is part of a broader probe into financial mismanagement in Koboko district being driven by the Chief Administrative Officer, John Bosco Akera. We have established, but yet to confirm allegations that Mabe is being probed for alleged fraudulent use of academic credentials and double payment of gratuity to an Estate, as well as payment of salaries/pension arrears to two persons.
Our investigations in Koboko revealed that a case GEF 35/2024 was opened against Mabe. “It is true a case was opened against Mr. Mabe, and CID is investigating,” said the DPC.
Police Hunt Intensifies
Speaking to us in an interview, the District Police Commander (DPC) Michael Masereka confirmed receiving instructions from Chief Administrative Officer (CAO) John Bosco Akera to recover the motorcycle.
“We have been in the festive season, but I got communication from the CAO on December 30 2024. Starting next week, we will be hunting for Mabe to ensure he hands over the bike,” said Masereka.
“As investigations continue, the police is committed to recovering the motorcycle and ensuring that justice is served in all related cases,” said the DPC. Pointing further: “We urge the public to allow the law to take its course. Everyone deserves a fair hearing, but we must also ensure that public resources are protected and mismanagement is addressed.”

The motorcycle, a government asset, was assigned to Mabe during his tenure as Senior Human Resources Officer. Upon interdiction, public officers are required to surrender all government property in their possession. Mabe’s alleged refusal to comply has become a focal point for district authorities seeking to enforce accountability.
Reactions and Political Implications
Mabe’s interdiction and the ensuing recovery efforts have sparked mixed reactions among local leaders, particularly from members of the ruling National Resistance Movement (NRM). Hajat Naham Medina, an influential NRM leader from Lobule Sub-County—Mabe’s home area—expressed reservations about the handling of the case, hinting at possible political undertones.
“This situation is concerning, but we hope the investigations are fair and impartial. As leaders, we must ensure justice is done while avoiding any undue bias,” Medina commented.
According to her, Mabe’s interdiction are part of wider tribal sentiments that she claims is orchestrated by John Bosco Akera, the CAO, an Alur, who hails from Zombo.
Mabe’s case has highlighted tensions between governance and local political dynamics, with some accusing district authorities of targeting officials from specific areas. However, others see the move as a necessary step in curbing corruption and promoting accountability.
Inspectorate of Government Investigations
Compounding Mabe’s troubles are investigations by the Inspectorate of Government (IGG) into allegations that he used fraudulent academic credentials to secure his position. Reports suggest that Mabe may have submitted academic documents belonging to another individual during his application for the post of Senior Human Resources Officer.
If confirmed, the allegations could have severe repercussions, including criminal charges. The IGG’s investigation reflects broader concerns about recruitment practices within local governments, where loopholes in verification processes have occasionally allowed unqualified individuals to occupy critical positions.
Pension Fraud Allegations
In addition to the financial loss allegations and the controversy over the motorcycle, Mabe is reportedly under scrutiny for double payment of gratuity to two Estates. Despite that administrator of the Estate indicating that he had been paid twice, Mabe didn’t return the second payment to the district coffers. Sources familiar with the matter claim that Mabe may have misappropriated the funds.
The allegations have fueled public outrage, with many calling for swift and decisive action against any form of corruption.
The unfolding events in Koboko district highlight significant challenges in public sector governance, including issues of financial accountability, asset management, and recruitment integrity. They also underscore the importance of robust oversight mechanisms and transparent investigative processes.
For Koboko, Mabe’s case is a litmus test for how well local authorities and national institutions like the Inspectorate of Government can collaborate to address systemic corruption. The outcome will likely influence public perceptions of governance in Koboko and beyond.
