KAMPALA, Uganda|SHIFTMEDIA| Lt. Col Charles Oluka is the new Director-General of Internal Security Organisation (ISO). He was appointed by President Museveni replacing the embattled Col. Kaka Bagyenda.

When contacted for a comment the outgoing spy chief declined to comment regarding his sacking. Kaka who has been submerged in controversies and insights between ISO and the Chieftaincy of Military Intelligence (CMI) was named the ISO boss in 2017.
President Museveni has according to sources been so irked by the inadequate intelligence coming in from ISO as well reports of torture of suspects in safe houses managed by ISO.
In 2018, Col. Kaka in a rare twist of events fired 45 spy chiefs and reshuffled several others at all border points. surprisingly, among them was Lt. Charles Oluka, now the new boss. These and among others were reportedly fired for doing their duty of feeding the top army leadership with information on what is perceived as planned security threats occasioned by the arrest of several individuals reportedly planning to destabilise the country.
Though top security sources said the firing of the officers and reshuffle of others was due to failure to detect infiltration of foreign elements engaged in subversive activities, the President ordered for an investigation that exonerated the suspended officers. And yesterday, Lt. Col. Charles Oluka was named new ISO Boss.
The woes of the director of ISO’s ICT department, Simon Peter Odongo, who was arrested by CMI and SFC (Special Forces Command) after he accused former Inspector General of Police Kale Kayihura for ordering the killing of Andrew Felix Kaweesi fueled the already volatile crisis.
A highly placed intelligence source appointed by the president to investigate the death of AIG Kaweesi revealed that the information that ISO shared about Gen Kayihura was false prompting the arrest of Odongo in May during the lockdown in Bukasa Kirinya.
